The conflict has resulted in loss of life, injuries, and mass movement of civilian population throughout the country and to neighbouring countries, as well as severe destruction and damage to civilian infrastructure and residential housing. In summary, according to Office of Coordination and Humanitarian Affairs (OCHA) reports, with the scale and direction of the ongoing military operation, 18 million people are projected to become affected, including up to 6.7 million people projected to be newly internally displaced. Of the affected population, 12 million people are expected to need humanitarian assistance, and 6 million with the most urgent humanitarian needs – including shelter, water, sanitation, hygiene services and basic non-food items.  IOM is rapidly scaling up Non-Food Items (NFI) distribution responses capacity in the country. Proposed intervention for NFI and Common Pipeline include direct and indirect NFI responses, assessment, monitoring, procurement, transportation, warehousing, and distribution of critical NFI supplies. Under the overall supervision of the Chief of Mission and with the general guidance of the Programme Officer (NFI/Common Pipeline), and the direct supervision of the Project Officer (NFI), the successful candidate will help to ensure timely provision of NFIs to conflict affected populations, including internally displaced population, returnees and affected host communities in Ukraine. Core Functions / Responsibilities:Receives and reviews the NFI requests from authorities/partners and submit its recommendation to Project Officer (NFI) for final review and approval for NFI distribution. Participates in NFI response in the field locations, including assessment, verification, registration, and distribution. Collects and compiles key distribution data including registration lists, distribution lists and distribution reports. Ensures the record keeping and systematic filing of the supporting documents related to each distribution. For the purpose of the vacancy, internal candidates are considered as first-tier candidates.Context:Under the overall supervision of the Chief of Mission (CoM) in Ukraine and Senior Supply Chain Officer, with direct supervision of the National Supply Chain Officer; and, in collaboration with relevant units at Headquarters and the Administrative Centres, the successful candidate will be responsible and accountable for supporting the Mission’s Resources Management Unit. Core Functions / Responsibilities:Receive and consolidate all procurement requisition forms; verify they have all the required information and comply with the Purchase Authorization Matrix and other office instructions and obtain any necessary additional information. Assist supervisor in more complex, higher-value purchases. Prepare tender documents, solicit bids and quotations as applicable; prepare bid analysis summary and share it with the requesting unit; may participate in the evaluation process and provide technical inputs. Once the purchase is approved, confirm terms of agreement with selected suppliers, prepare the relevant documentation (purchase order, contract, etc.) and coordinate the required authorizations. Monitor status of open requisitions and follow up on the timely delivery of goods and services; upon delivery, coordinate with the receiving unit to obtain satisfactory delivery notes. Review vendor invoices, prepare payment requests and coordinate with Finance the timely payment to suppliers/service providers. Create and maintain physical and electronic records of all documentation through the procurement cycle in accordance with IOM instructions and procedures; retrieve, present and analyse information from the system and prepare periodic reports highlighting issues that require attention. Conduct market surveys to identify potential new suppliers/service providers; participate in their evaluation regarding quality, prices and services in line with the organization’s best interests. Keep track of any contractual agreements and inform concerned parties for timely renewal; monitor office supplies and service and prepare requisitions when required and coordinate with Finance Unit the payment of utilities invoices. Provide briefing and technical guidance to all staff in the office on procurement related instructions and procedures. Perform logistics tasks related to property and asset management, warehousing, insurance coverage, maintenance, and transportation. Coordinate fleet operations activities including preparation of daily vehicle schedule, monitoring of vehicle logbooks, and coordination of vehicle maintenance. Provide training and guidance to new/junior staff in the unit. Perform such other duties as may be assigned.Required Qualifications and ExperienceEducationUniversity degree in Business Administration, Accounting, Logistics, Supply Chain Management or a related field from an accredited academic institution with three years of relevant professional experience; or High school diploma with five years of relevant professional experience.
